The Department of Developmental Services (DDS) is posting proposed quality measures and incentives for service providers for public input. The proposed measures were developed through a series of workgroup meetings since November 2021, which included participation from self-advocates, family members, providers, regional centers, consumer advocacy organizations and other stakeholders.

The measures will support implementation of the Quality Incentive Program (QIP) (Welfare and Institutions Code 4519.10(e)), which is designed to support and incentivize a person-centered, statewide service system that provides high-quality, outcome-based and equitable services. The workgroup has contributed to the development of measures in six priority areas, including:  Prevention & Wellness; Employment; Service Access; Early Intervention; Workforce Capacity; and, Informed Choice & Satisfaction.  Measures were identified in each area based on their reliability, validity, usefulness, feasibility, and the ability of service provider agencies to influence performance.

DDS recognizes that tying incentives to quality measurement is new for California’s developmental services system. To address data limitations, the first year of reporting (Fiscal Year 2022-2023) largely will focus on collecting baseline data that will be used to inform performance targets and outcomes measures for future years.  It is important to note that the QIP is in development at the same time as other transformational initiatives, and it is not the only method for reinforcing the provision of quality services.  DDS will continue to work with our stakeholder community to update and refine the quality measures through the coming years, advancing to individual outcome measures by the end of state Fiscal Year 2025-2026.

Descriptions of the proposed initial quality measures and incentives are posted below for review and public comment.  When reviewing the proposed measures, DDS asks that people reference the decision-making considerations on the last page of the descriptions.  The workgroup used those considerations when preparing the proposed measures.
